I don t know, probably politic, look at Poland, poor but high PISA score, same for Estonia

My answer: high IQ not always =/= developed country.

Examples: Cambodia, North Korea, Belarus etc.

The economy is affected by natural resources, government policies, political stability, domestic tranquility, demographics, global economic conditions etc.
