    Genetically - overall no.

Linguistically - yes, but the language has unique traits that connects it to the native ancient populations. Bulgarians and English are brothers in this sense because English is the only odd language from the Germanic group and Bulgarian is the only odd one from the Slavic group.

    Culturally - mixed, I guess.

Absolutely. It's a fact that many populations we commonly label as Slavic have significant non-Slavic influences, whether in culture or genetics. Slavic diversity is evident – from Montenegrins to Russians to Czechs, each group possesses distinctive traits. However, despite this diversity, they all trace their ancestry to common roots. If we were to categorize individuals outside of the core Slavic territory, encompassing regions such as eastern Poland and western Belarus, as non-Slavic or 'questionably Slavic,' it would render the term 'Slavic' essentially meaningless.

With all respect to you, half Czech half Basque dude, we Bulgarians are not related to Slavs (other than fact that we are definitely Slavicized culturally)
In terms of genotypes and phenotypes, we are west Turkics (that used to look nothing like Kazakh or Yakut Mongols today) with Mediterranean admixure from Thracians that lived in Bulgaria before we have settled there.

That's trivially incorrect. The genetically closest populations to Bulgarians are depicted here:

As you can see, Bulgarians are most closely related to other Balkanites, including Balkan Slavs.

Minority of cultural and hierarchical Bulgars can't turn Slavic masses into something non Slavic
