No, although people who are part-White, part-South Asian can look like him. But of course, I agree that he does not look screamingly Pakistani. In fact, many leading Pakistani politicians are noticeably lighter-complexioned than average.

Muhammad Ali Jinnah is an ethnic Gujarati. (Gujaratis in Pakistan are centered mostly around Karachi, Sindh.)

By faith, Jinnah was an Ismali Khoja, but he was not a pious Muslim. And even though he advocated the use of Urdu for his creation of Pakistan, Jinnah himself could not speak Urdu nor Hindi. Jinnah was fluent in Gujarati, he spoke English and Kutchi as-well. He wrote for Gujarati monthly, "Vismi Sadi" or "20th Century", "Dil no Ekrar"- "a hearty confession":

In addition to having an astute fashion sense (for his time), Jinnah was also a shrewd lawyer:
