Probably not because Moors (or better, Saracens) arrived in what is now France 7 centuries earlier and I don't see catholic France accepting an influx of Muslims and Jews. The frequency of E-M81 and J1 may have rised for other reasons, including earlier migrations. Some J1 in Europe aren't even directly related to the one which dominates MENA people.
