I couldn't find any younger photos, although I did find a group photo of the Lebanese cabinet, many of whom are quite light too (but even so, this guy is very much an outlier).

His mother surname is Mardam Beik (or Mardam Bey), it could be Turkish or something else. Most of the people with surname Mardam Bey (or Mardam Beik) I found on the internet have an European look.
