He was president of Brazil during 1990-1992. His father, Arnon Afonso Farias de Mello, was a senator from Alagoas, Northeast Brazil, and descendant of senhores de engenho (sugar plantation-owners). His mother was gaścha (from Rio Grande do Sul), and she was daughter of a German-Brazilian politician (fully German as far I know) and a lady of Portuguese and Spanish origin.
