Not utterly typical — but more or less, yes.
He's the kind of man who can pass anywhere in France (from Provence to Flanders, from alsace to Brittany), certainly much better than he would do in England or Spain.

Not a bad man BTW, though he is a conventional conservative. He is the only mayor of a major city who determinedly refused so-called Middle-Eastern "refugees" to be accommodated in his town.

Completely wrong!
Lombertie's skull shape is anything but Dinarid.
He doesn't pass at all in the Balkanic area.
