With her natural skin colour (fair), Vega looks a typical Spaniard:

But with a tan (in the Spanglish movie where she played a Mexican) she (like many other Meds) looks pseudo ethnic and can pass for "latina":

Non-white. With a tan many Meds/Southern Euros look "latino(a)".

I don't know, Mexicans can look Spanish. I don't think she even has a tan on the second photo, just a different hair colour.

In New York among all the woggy as guidos, she'd pass for white

Anyone who is Spanish-speaking in the U.S. regardless of ancestry is considered a minority according to census (i.e. White-Hispanics are classified as minorities), so that's not a good comparison at all.
