Gracile-Med + Berid. Passes best in Portugal, Spain, Sardinia, S. Italy, but fits in all Southern Europe.

Looks like from low budget movie, no police signs, no masks on police, vest on the arrested guy :D But I guess this is secret service that caught him, would explain they are wearing civilian clothing.
