Marutei-san is an East Finn who moved to Japan a long time ago. He is now a Japanese senator. Does he look a bit Japanese?

Bump. I guess that he must be familiar looking in Japan, because Japan is a conservative society and still he got votes enough to become a senator. Actually no European before him, so he must look familiar there. But I don't know, only assume that this is logical

No but his name sounds funny because both "maru" (round) and "tsuru" (smooth or shiny) are words associated with a bald head.
He should look like this:

Hard to say. He has kinda strange look. He is very gracile, so not strictly North European Mongoloid. He looks more like gracile-end-spectrum Mediterranean type with indeed some little Japanese.

In East Finland people are considered to belong to the same "family" even if they are 10th cousins :)

It is true, genealogical research is much easier in East Finland, because they have always a hunch about who might be their relative without personal knowledge. Usually they say that she/he in this and that village belongs to this and that family because her/his gggfather lived in this and that house and married this and that from this and that village and their Matti went there etc. It is a bit like singing Kalevala runes.

It is because in ancient world only Kings and East Finns had families (family names). Peasants had no families, they were B son of A, D son of B, E son D, F son E, A son of F etc etc. It is not my problem West Finns invented families only 50 years ago.

Sure, this is one reason. Another reason is that in Eastern Finland ALL PEOPLE ARE relatives. It is easy to see by genetics. East Finns share ten times more common ancestery by IBD than West Finns.

That is because smaller population, but at the same time East Finns are also less inbred than West Finns (not much difference though, neither are not much inbred at all in big picture). Obviously this was another advantage of having family name. East Finns were much more mobile (gypsy-like) than West Finns (and rest of Europe), covering vast distances from generation to generation in vast wilderness outback setting. Obviously having family name in this kind of existence was beneficial indeed for knowing when you showed up in new place that you were somehow related to that pretty lass you pumped into. Peasants who lived in same village for 200 generations did not have this kind of problem because everyone knew each other.

Inbreeding is measured in two ways, first by shared ancestry and East Finns share a lot common ancestry and have a small effective population size. Second way is by the amount homozygote segments and by this way Finns are less inbred than other small European populations. Even large populations are often locally more inbred than Finns, f.ex. North Italians in certain populational pockets, without speaking about populations which prefer cousin marriages. But often the ROH indicator is really poor, because it doesn't take into account genetic distances between locations. East Finns are inbred in a meaning of shared IBD's, but not by Runs Of Homozygosity.

Best way to estimate inbred is to search Homozygosity by descent figures. It defines how much individuals share homozygous segments inside population. It doesn't estimate individual ROH's (ROH estimates don't take into account distances in Morgans), but shared homozygote segments using genetic distances (Morgans,cM).
