yes, he looks some sort of baskid. In fact, he is quite similar with Spanish-basque singer Juan Aguirre:

Although the nose área is too big to be considered "baskid" anyways. And I believe that Messi have catalán ancestors, not sure about basque. Although they also look quite similar (eyes-nose área).
