I assume you are referring to the preceived haircolour pigmentation of English people?
If so, its all of the above and more. What I noticed in England was that all hair colours were present at seemingly relatively equal numbers, including all tones of red, combined with generally very pale skin tones.

The first picture is too blonde not all English people have blonde hair in fact most have mousy brown but this may be darker and can have almost black color hair in some individuals:
