Looks like an English mayoral collar, and by looks they could be British (not saying they are).

It says London borough of Islington on the collar so this is in Britain but obviously a diverse part of the UK, the woman just looks English really and the young man has a slight alpine aspect, he might be of E Euro descent.

Agreed, if they are the same ethnicity I'd have to say English, if they are different ethnicities I'd find it hard to place him.

Makes sense, there are quite a lot of Albanians in that part of London, it can be tricky to tell some apart from the Brits.
