They're about the same, the brit marginally darker (eyes). He's by far not pale and light. "Pale and light", to me, means someone with light hair and blue or light green eyes who could camouflage in the snow naked and to whom 30+ minutes in the sun pose a health risk.

I just set aside biases and favouritism. I don't give a fuck about ethnic groups. The english guy is lighter only because the UK is rather cloudy. He is pink as fuck. The spanish guy has a tan. The english guy is ugly and looks painfully english. He wishes he looks jewish. Actually he has that dinaric/noric english look that some brits can have. The spanish guy has larger eyes, which makes him more passable in med europe, only that he is a blonde. Northern europeans have smaller eyes, whereas the more exotic ones have larger eyes.
