I am only posting anime character with dark hair and some unnatural hair color. All of them don't have very big eyes and not very pale skin. Except vegeta(who is alien)all of them are Japanese or Chinese.and if they do then which one.

Pale skin black hair and black eyes mean that he is emo and usually either very strong or very smart
Tanned skin mean she do lot of sport's or she is from Okinawa. They are usually very extrovert character

Hair color and eye color really show personality in anime. Blonde hair = extrovert character. Same way tan skinned = do lot of sports or is from Okinawa. For example people say that nagatoro is black because her skinned is tanned but she is just sporty.
Like white hair in anime usually mean mysterious or strong character. These choice are completely to show personality.

Almost all of the anime characters you posted were from the front view, where they look more racially ambiguous. And this would make people more likely to guess them as East Asian, in addition to their costume and hair style and already knowing they're Japanese. From a side profile, they'd look much more European. Besides having pointy European noses instead of flat East Asian ones, anime characters also tend to have longer European faces instead of rounder East Asian ones.

As an example, I'll post Yuta (first person you posted) and Shikamaru (last person you posted) from different angles, and you'll notice how much less East Asian they look over here:

Now if you compare the typical anime character that's meant to be East Asian and then compare them to the typical anime character that's meant to be European (like most Attack on Titan characters), you'll notice almost no difference. If they didn't make it obvious that Eren Yeager was a European, he could pass as a normal Japanese character in any random anime. If Mikasa wasn't given black hair, she'd look like she could be Eren's sister. In comparison, East Asians look different to Europeans in Western cartoons (like in Captain Planet).

Usually, if an anime wants to distinguish between European and East Asian characters, what they'll typically do is just make the European blonde and maybe give him different clothes. Facial features are exactly the same. Below is an American or British character in a show where everyone else was Japanese and you wouldn't know he was a foreigner if they didn't tell you:

Is it really difficult to believe that Japanese manga character looks are based on Japanese celebrities who look Japanese. And hair color eye color is for showing personality.

The only correct answer is that anime characters don't look like any race because they're not real. Their very round heads with pointy chins don't exist in real life, nor do their huge exotic coloured eyes, minuscule triangular noses, etc.

Nine of the 17 nonsignificant facial measurements were very similar to those of the NAW women; many of these facial features centered around the midface.

Conclusions:*Although the average KA woman's facial anthropometric measurements were very different from those of the NAW woman, attractive KA women reflected many of the facial features of NAW women. These findings support the need for ethnically sensitive facial canons and further research into transcultural aesthetics.
