He was was a senior official of the Nazi Party and assistant to Martin Bormann in the Office of the Party Chancellery, played in this film by Günter Spörrle.
When I first watched this, I was struck by his appearance, and thought that he might as well have been the subject of that conference. But maybe he's just Dinarid, and not an Armenoid?
