Nah, it´s not about comunism, it´s about how the elites of one system have continued to be elites with another system. It is nothing new or specific to Russia.

I have commented the same thing when I talked about the Hispano-Roman Casia/Casius family, that when the Visigoths arrived they continued to be elite, that when the Muslims arrived they continued to be elite (Banu Qasi) and were related to them, and that when the Christian kingdoms began to be relevant, that family was in the origin and creation of the Kingdom of Navarra, and extended its branches to the Kingdom of Aragon.

It (to my perception) started with Tony Blair (teflon Tony). The German chancellor Gerhard Schröder copied that behaviour and Merkel was completely devoted to such an acting. Macron is much alike.

The unpolitical polititian has an advantage in competition. Because he's not restricted in his possibilities to always go with the mainstream by having a political opinion and maybe wanting something else. It's unlikely that someone with an opinion ALWAYS in his career happend to be on the victorious side of an argument. But the unpolitical polititian easily can. He simply follows the winning side.

By this development the ultimate aim of democracy, to elect a suitbale individual that leads the whole state, rules and by that secures that all efforts of the state do serve a congruent goal, is failed. The unpolitical polititians make that we have no government in the aforementioned sense. Where there should be a pilot is no. There is someone presenting himself in a pilot uniform but the cockpit is empty. This is not exactly an advantagous condition for the plane passengers.
