In 1867, Russia did sell Alaska for a fire-sale price, but no one was twisting the Tsar's arm. As far as anyone knew back then, Alaska was just a piece of frozen tundra. No one knew of the natural resources that were there; gold wasn't discovered in Alaska until 1896, and the oil discoveries were made even later.
