Yes, the reason is basically unimportant. What is important, however, is that this is a "test" referendum, as Dodik himself said, "to erase the stigma associated with referendums and so that international community gets used to referendums". This is just a preparation for a future much more dangerous one.

The point is to get people used to referendums (especially the international community) so that they take this future referendum more lightly. And we all know what the real one will be about.

But by convicting Radovan Karadzic, it is proven that RS is genocidal entity. So who cares if Serbs are trying to represent you like radicals when everyone knows that Bosnia is secular and no one gives a shit for religion there.
Its more about nationality and territory. I mean if Bosnjaks and Croats are living in Bosnia without separating it then why Serbs have a need to create artificial entity inside of Bosnia?
