I don't think there are any positions that make it mandatory to know Irish but it is definitely more beneficial to know it. You need English for all jobs but Irish isn't compulsory. Some positions will state if Irish is required. The vast majority of positions though would just require English. So people immigrating to Ireland would need to know English but not Irish. Irish is compulsory in schools but children arriving after 11 are not required to learn it. As far as I'm aware though if you want to be a teacher you will need to know Irish. Many EU citizens live in Ireland so a lot of bars to jobs requiring Irish were scrapped in the 1990s. It used to be compulsory for people that wanted to become police (Garda) to know Irish but this is no longer required.
There is lots of official use of Irish in Government and the Gaelic Athletic Associate encourage Irish.
