In Serbia is not problem lack of modern technologies in the bureaucracy, but some other things. When you made some document you have to take out a bunch of extra papers as prerequistite for the document you need, and you will have to pay most of that extra papers. It is pure robbing of people. You just bring them one paper and you think it is over, and they ask you some other and there is no end of that (paper by paper). For some people with connections it works faster. I remember when i was doing some paperwork in Zemun a lot of people was waiting in line outside office, but one guy with Montenegrin accent got in over the line and entered in office. When we started protesting the clerk said 'he is a special case.' Yes, ha was special case because he had connection. It lasted a month and a half until i was done with that paperwork. One my cousins is on important place in police, but i did not want to ask him for such trivial thing. My life was not in danger or something serious. People who have some serious disease and they have no connection in hospital are in additional problem here. My grandma would die of cancer 3 years ago if we didn't have a connection.

It was the same here. You had to run between ministries, banks etc to complete one simple task.
When my mother had first case of cancer in 2000, our family spent like 30k dollars for best surgery and care etc. It was free on paper, but it was supposed to pay to everyone and everywhere. Now same things are free. We were like Ukraine back then, everything should be paid even if it's not officialy required, even a doctor giving you prescription was supposed to get some 500 roubles in his pocket back then.
Now this old order of things gets destroyed on liberated territories, it's painful for some locals who made profit of it for decades.

My grandma was diagnosed with cancer in the time of Covid madness. They transferred her from hospital to another (from Zemun to Zvezdara, from Zvezdara to Bežanija etc), and didn't want to operater her justifying it that hospitals until further with serve only for Covid needs. After almost a month of wasted time we managed through the connection in one hospital to arrange for her to be operated. One older woman from my street in similar time died, because dictors kicked out of the hospital and sent home instead of operating on her.

Something I don't understand is that it is obvious that Putin is proud of his country and that his country has defeated the Nazis since according to him his family lived through the massacres that the Nazis carried out in Operation Barbarossa, but in part it seems that he is justifying the Hitler's invasion of certain countries.

Perhaps you misunderstood me, there is difference if you go to office in lets say Mladenovac, Palilula, Vozdovac etc, and central offices like Savski Venac or Stari Grad. In the last two they actually know what they are doing and they complete things fast. I had much better experience there.
