I think on low tier we're quite Libertarian state. Unless you annoy other people or propagate some sick bullshit, state and people around barely care what you think or what you do. Freedoms based on own political or sexual manifestation are extremely limited and very far from everyday freedom of an average person. White emigrees who moved to Germany escaping from Bolsheviks described how they experienced everyday lack of freedom in Germany. Everything under maintenance, laws for everything and people are obsessed with watching how others obey those laws, just like reporting each other.
I remember some things which were scandalous for foreigners who explored Russia in previous centuries. Some German traveller was angry and shocked that peasants leave a pack of basic food on their fences, so people who ran away from prison will have something to eat. And it's not a hate to state or protest, just a simple mind understanding that it's not your business why someone did something but you can do something good without going personal.
