Greece as a whole is much swarthier than either Spain or Italy. Italians can be extremely dark at the southern tip but they are quite fair at the northern tip, so as a country they are not particularly swarthy. Spain also has a larger landmass and population with a lighter north which contributes to a more fair share of dark and light types. But Greece is a smaller country almost exclusively located in the southern flank of the Mediterranean, so IMO they aren't darkwashed at all. I have to yet to meet a fully ethnic Greek with light eyes for example.

Equal in pigmentation if you count Hellenized Slavs and Hispanized Moors. Otherwise Spain is fairer.
