This is a very good, but difficult question. I’d go for the Irish, only because the Keltic Nordid and the Nordid race as a whole is more widespread than the East Baltid ( weird-looking) type. Estonians, Latvians, Lithuanians, Finns, Russians sometimes have a “Mongoloid-like” look. So in that sense, the Irish look more purely European than them. However, I could have voted Estonian as well as their complexions is much more common in Europe than that of the Irish. As the Irish are on average lighter-complexioned ( «ghost white») than the European continental average. So the Estonians usually with their blond hair, light eyes and fair tannable skin types might look more Pan European than the Irish for some people. While the Irish usually with the brown or ginger hair, light eyes, pale or very fair non-tanning skin type, often freckled look weird to some too. So it might go both ways. That’s why I call a difficult question. I only chose the Irish as they look more «European» to me than those Baltic types.
