Scandinavia? That's hard. Maybe in Norway but hardly. I think she could easily pass in Western Germany though. But you're right, she definitely looks distinctly British. Maybe it is also due to her hairstyle and clothing which scream England.

I agree with Netherlands, maybe some parts of Germany or Scandinavia - but even then, she's a bit off for those places. The best fit would be Netherlands. Absolutely not France IMO.
