out of these 4 countries, metropolitan area of Vilnius is the only premium place to live, at Western standards economically and socially, a wealthy area, good jobs, good wages, good quality of life. so, for that, Lithuania. other than capital city area it'd still be better in rural Lithuania than in urban or rural Albania/Moldova/Georgia for many reasons: economically, safety, European Union membership, proximity and access to Europe and even within the country to a highly developed area like Vilnius.
of all 4 Albania is the most no-no for me, due to their image of clan society and interaction of family members with them in Italy for example.
Moldova is no-no because landlocked and bad infrastructure and not in the EU - don't know how their visas function etc.
Georgia - I've seen nice landscapes and all, but looks a bit unstable politically and far from any other place you'd want to go to, plus economically cannot compete with Lithuania yet, otherwise I think it should be similar enough to the Balkans 20 years ago.
