I have noticed over the years that the definition of what constitutes the West is highly subjective and variable. Does it mean societies which are predominantly White European? After all, you read travel guides talking about "Western visitors to Japan and South Korea", yet sometimes they are seen as part of the West as well. Does it mean high-income democracies? Because on that definition Japan and South Korea would indeed be included but not Belarus (it is a dictatorship) or Uruguay (it isn't wealthy enough).
